Oh yes, she totally can.

Vinyl for this project is just $5+Shipping. 
Shipping is $4 whether you buy 1 or 10 because of the price of the envelope, 
so grab a few gals and have a craft night!

It fits on a 12'' square board or tile.

I painted an 1/4'' mdf board white, applied the vinyl, sanded a few spots and rubbed it with stain.

For the broomstick, just find a branch and tie weeds or raffia to the top with twine.
